Flooring Contractor in Westchester, FL - Coatings Built on Tested Slabs

Country Walk Cobalt Epoxy Flooring tests, preps and coats concrete floors in Westchester, FL, from garages and patios to pool decks, terrazzo and shop floors, and I'm on the job with our crew.

Westchester as we see it from the slab

Westchester is mostly quiet residential streets of single-story concrete block houses, a lot of them built in the middle of the last century, with shops, offices and small businesses along the bigger roads. It feels a lot like the streets we work next door in Fontainebleau and Tamiami, and the calls here run the same way: garages and carports with decades of oil in them, patios and pool decks that need a new surface, and the occasional shop floor.

Older houses mean older floors. Most slabs we open up here have been painted, tiled, glued or patched at least once, so the job usually starts with finding out what's on the concrete and getting it off.

What we do on Westchester floors

Working in Westchester: permits, checks and what sets the price

The first thing I sort out on a Westchester job is which office covers your address, because that office decides any permit, and its review can move your start date more than anything on the floor. Miami-Dade County issues building permits for unincorporated properties, and its process covers property folios that start with "30", while a property inside an incorporated city gets its permits from that city, so you can look up your own through the county's permitting hub. If your job needs a permit or other approval, we handle the application and tell you what you need to sign.

You can check us the way you'd check anyone, by asking for the contractor's state license, covered in the FAQ below, and the local business tax receipt the county requires for each place of business, which you can confirm with the Miami-Dade Tax Collector. We come up from Country Walk on the Palmetto, and once we're there the price turns on how big the floor is, what has to come off it, how much grinding and crack repair the slab needs and which system you pick. The schedule turns on the permit path, whether the slab tests dry and, for outdoor work, the weather, and since I test the slab myself when I come out, the number you get is for your floor.

  • Slabs in older houses were often poured without the vapor barrier newer homes get, so moisture can come up from below, and I test for it before we choose a coating.
  • Single-car garages and carports here often double as laundry or storage, so we plan for clearing them out and keeping the floor closed while it cures.
  • The county sits close to sea level and big storms can leave rainwater nowhere to drain, so on a patio, pool deck or garage at ground level we look at where water sits before we pick a finish.
  • Carport conversions and additions often meet the old slab at a different height, which we level before anything goes on top.
  • Shops and small businesses along the main roads usually need the work fit around opening hours, so we talk through how long the floor can be closed before we set a date.

Questions Westchester homeowners ask us

Can a floor coating job under $7,500 skip a building permit in Westchester?

Sometimes. A newer state law lets some work valued under $7,500 at single-family homes, duplexes, townhouses and their accessory structures go through a simplified process with no building permit, but units in multi-family buildings and properties partly or entirely in a flood hazard area don't qualify. Electrical, plumbing, structural, mechanical and gas work still needs permits at any price, and a project can't be split into smaller phases to stay under the line. The owner or contractor claims it with a written request and the contract through the county's permit portal, and if your job fits, we handle that and tell you what to sign.

Does my flooring contractor need a Florida state license?

If your job needs a county building permit, yes, because the county issues those only to licensed contractors or to owners pulling them as owner-builders. A Florida certified license is good anywhere in the state, while a registered license only covers the cities or counties where the holder has a certificate of competency, so ask which kind your contractor holds and look it up with the state licensing board. We're fully licensed and insured.

Is it okay to coat a garage floor or pool deck in Westchester during hurricane season?

Yes, as long as the slab tests dry and the forecast gives the coating time to cure. The county building department puts hurricane season at June 1 to Nov 30, so for outdoor work like a pool deck we watch the weather closely and move the date if a storm is coming. A garage under a roof is easier to schedule, but I still test the slab for moisture first.

Can you restore the terrazzo under the carpet in my Westchester house?

Often, yes. Once the carpet and glue come up, we grind out stains and small chips and polish it, though cracks and patches from old wall moves usually still show. I'd rather you see that at the estimate than be surprised after.
