Richmond West homes and the slabs under them

Richmond West was mostly farmland until the mid-1980s, when the first subdivisions went in. Hurricane Andrew then wiped out many of its homes and businesses in 1992, and the area was rebuilt over the years after. That means most of the garages and patios we walk onto here sit on slabs poured from the mid-'80s on, old enough to have settled, cracked and picked up a few repairs. I test the slab for moisture before we quote a coating, because with water that close under the yard, a garage that looks dry can still push damp up into a fresh coat.
Plenty of garages here have had paint, a sealer or a store-bought kit put down at some point, and all of it has to come off before a new coating will hold.
Cracks get opened up and filled before we coat, and I'll point out on site which ones may still show through, since an old crack can keep moving.
From June 1 to November 30 a permitted jobsite has to post a storm placard and be secured during a tropical storm or hurricane watch or warning, so we keep tools and material ready to pack up.
We won't coat a pool deck or patio that's still wet from rain, so outdoor jobs get scheduled around the weather and can move.

Do I need a permit for a floor coating job under $7,500 in Richmond West?

Some projects under $7,500 at single-family homes, duplexes, townhouses and their accessory structures, such as a detached garage, can skip a building permit if they meet Miami-Dade County's criteria, but units in multi-family buildings don't qualify. Electrical, plumbing, structural, mechanical and gas work always needs a permit, even under $7,500, and splitting a bigger job into smaller phases to stay under the line isn't allowed.
